The House Ways and Means Committee adopted its committee rules, approved the revenue base instructions known as "Serial 1," and adopted multiple subcommittee proviso recommendation packets during its session.
The committee first moved to adopt rules as presented at a previous meeting; the motion was seconded and approved by voice vote after the chair noted the speaker's requested decorum language had been added to the rules. The chair told members the rules included a decorum provision requested by the Speaker and that the committee had otherwise behaved in session.
The committee also adopted the revenue base instruction commonly called Serial 1. Committee staff presented projected recurring general fund revenue of about $14.1 billion, including roughly $666 million in new recurring revenue. The transcript lists $369 million for the capital reserve fund and $552 million for undesignated, unreserved fiscal year 2024–25 funds, and reports a total of $1.25 billion in nonrecurring dollars. A contingency-reserve figure in the transcript was unclear; the transcript lists an additional contingency number that could not be confidently transcribed. The transcript states the committee adopted Serial 1 by voice vote.
Committee members then moved through subcommittee proviso packages by subject area. Representative Whitmire moved adoption of the public education packet but pulled proviso 1A.69 for separate consideration. Representative Ballantyne moved adoption of the higher education packet with no provisos pulled. Representative Hewitt moved adoption of the health-care packet with no pulls. Representative Stavrinakis (economic development) moved adoption of his packet but pulled item "55B PF" for separate consideration. Representative Lowe moved adoption of the criminal justice package with no provisos pulled. Representative Crawford moved adoption of the transportation and regulatory packet with no pulls. Representative Murphy, representing the constitutional subcommittee, pulled proviso 117.Afd and moved adoption of the remaining constitutional packet.
The chair said provisos that conform to funding will be carried over until the following day for money-related review; the pulled provisos will be addressed individually after the lunch recess. The committee adjourned to the call of the chair to reconvene later.
