Redevelopment Agency approves $250,000 reimbursement to underground utility lines near City Hall

The City of Las Vegas Redevelopment Agency on March 19 approved a resolution finding that the electrical utility incentive program reimbursement agreement between the agency and TUPR 2 LLC furthers the redevelopment plan and authorized execution of the agreement. Councilwoman Diaz moved to approve the resolution; the motion passed.
Dina Babsky, director of economic and urban development, told the agency the program — which the agency approved earlier this year — reimburses property owners who underground utility lines. Babsky said the undergrounding work at the site adjacent to the Plaza Hotel and City Hall removed aging wooden overhead lines that bisected the core arena area and improves the site for larger events.
"In order for us to do different development projects ... we need to put those lines underground," Babsky said. She told members the applicant invested "quite a large amount of money" — over $500,000 — which made the project eligible for the $250,000 reimbursement from the RDA special revenue fund.
Jonathan Jocelyn, representing the Plaza property, said burying the lines made the site "a lot more potential" for events, is "a real cleanup of the neighborhood" and improved safety. "You see in the video the site after the power lines are gone and how much cleaner it looks," Jocelyn said.
Agency discussion noted operational coordination issues with NV Energy and that parts of the project lie in different council wards: Babsky said the lines buried on one side are in Ward 5 while the substation is in Ward 3. The record shows the item is related to city council file R-17-2025.
The resolution authorized the agency to reimburse TUPR 2 LLC up to $250,000 from the RDA special revenue fund. The transcript records the motion and the chair’s announcement that the item passed; no roll-call vote tally appears in the public transcript.
