Germantown committee unanimously awards 2025 road program contract to Wolf Paving, approves Rockfield Road reconstruction

The Germantown Public Works and Highway Committee voted unanimously to award two road-construction contracts on a special meeting called Tuesday evening.

The committee approved awarding the village’s 2025 road program construction contract to Wolf Paving for $1,176,115, with a 10% contingency that brings the total authorized amount to $1,293,726.50. The committee also awarded a contract to Payne and Dolan to reconstruct Rockfield Road for $931,369, with a 10% contingency bringing the corrected total authorized amount to $1,024,505.90; the Rockfield project is part of an agricultural road improvement program with a 90% state cost-share for construction costs.

Matt, a village staff member, said the 2025 road program had been put out to bid against a construction estimate of about $1,500,000 and "the bids came in very favorably," and recommended awarding the work to Wolf Paving. He told the committee that, if approved at the committee level, the contract would be forwarded to the Village Board that same evening to allow several weeks of lead time before contracting and scheduling the work.

Committee members made and seconded motions to award both contracts during the meeting. For the Wolf Paving award, a committee member moved to award the contract in the amount of $1,176,115 with a 10% contingency (total authorized $1,293,726.50); the motion was seconded and carried unanimously. For the Rockfield Road award, a committee member moved to award the contract to Payne and Dolan in the amount of $931,369 with a 10% contingency; another member seconded the motion and it carried unanimously. The committee recorded the outcomes as approved.

Village staff said the Rockfield Road reconstruction is funded through the agricultural road improvement program and that the state will cover 90% of the contract cost, while local shares (the Village of Germantown and the town) will cover the remaining 10%. Village staff also noted that the village posts its multi-year road program on the public works engineering webpage; the one- to three-year window is considered the most certain part of the schedule and projects beyond that are projections subject to future ratings and reordering.

There was no public comment on the agenda items. The committee did not conduct a director’s report and adjourned at the close of the brief session.
