City staff provided a brief federal‑funding update March 18: Congress passed a continuing resolution that, if sustained, would keep HUD entitlement funding near 2024 levels rather than the previously projected reductions, but an outstanding executive order and related litigation could complicate the city’s receipt or acceptance of those federal funds.
Staff said the continuing resolution would translate to approximately $1,700,000 in CDBG and $300,000 in HOME funding for the city — similar to 2024 allocations — instead of previously projected lower allocations. However, staff cautioned that the Office of Management and Budget and HUD retain flexibility to reprogram or reallocate funds under the continuing resolution, and that an executive order addressing sanctuary jurisdictions could constrain acceptance of federal funds; lawsuits challenging implementation of that executive order are underway.
Committee members were told to plan for both possibilities: somewhat higher funding if allocations hold, and continued uncertainty if the executive‑order litigation affects eligibility and acceptance. Staff said they will update the committee as new information becomes available and that contingency planning for both favorable and adverse outcomes is ongoing.
