City of Yuma staff provided an update on a proposed small‑launch spaceport project, describing FAA licensing steps, anticipated environmental review, potential sites and early private‑sector interest.
Jay Simonton, City of Yuma administrator, said the city and GYDC completed a draft FAA site‑license application and are working on an environmental study that must be finished before FAA will accept the submission. "FAA won't accept the application until the environmental study is complete," Simonton said.
Simonton said the city is targeting small rockets intended for light payloads (operators seeking to launch payloads under roughly 1,000 kilograms) and described the operational model for some potential customers — concrete launch pads, minimal on‑site infrastructure and rapid turnarounds. He said the city holds a square‑mile parcel near state land by the prison and is working with the Arizona State Land Department and other stakeholders on a potential site swap because some proposed parcels overlap habitat for the flat‑tailed horned lizard and would require mitigation.
Simonton said operators must receive two approvals: an FAA site license (the city is preparing a 420 application) and operator licenses (Part 450) for individual launch companies. He named Interorbital as an example of a company interested in becoming an operator for local launches.
The city said it was shortlisted for a National Science Foundation grant of up to $160 million that, if awarded, would fund project components and accelerate planning; the shortlisting reportedly spurred additional private interest. Simonton said the city will continue environmental analysis and federal coordination and that private investment is expected to build most operational facilities rather than the city funding full construction up front.
Officials and council members asked about market demand and likely follow‑on industries. Simonton and county partners said demand for small‑satellite launches is growing and that proximity to the Sea of Cortez and favorable weather create year‑round launch windows; they pointed to potential academic, research and manufacturing spin‑offs, including microgravity manufacturing and rapid science payload testing.
Challenges identified included federal environmental review, state‑land acquisition or exchange, species‑habitat mitigation, and international overflight coordination with Mexican authorities for flight trajectories that may pass over Baja California. Staff said they will continue to pursue the FAA process and private partnerships and noted that receiving the site license would materially increase investor interest.
