Board approves $1.96 million contract to build cross‑system recidivism database for county 'Reach Out' program

The Yavapai County Board of Supervisors on Jan. 22 approved a $1,960,000 contract under state procurement (CTR070214) with Kyndryl, Inc. to develop a cross‑system recidivism tracking database that will connect treatment providers, law enforcement, jails and community providers.

Sheriff David Rhodes described the project as the next step in expanding the county’s Reach Out program, a recidivism‑reduction initiative that the sheriff said began in February 2018 and has been funded largely through state appropriations and settlement funds. Rhodes told the board the county’s in‑county recidivism rate for the program’s at‑risk population fell from about 50 percent at program start to roughly 18 percent and has remained near that level.

Rhodes said the appropriation to fund the database came from the Arizona attorney general’s office using opioid settlement funds; the attorney general earmarked $3 million for the larger effort, and the current contract to Kyndryl covers the county’s portion of database development, enhancement and maintenance. Rhodes said Reach Out is already operating in multiple Arizona counties and that an updated cross‑system database will allow participating disciplines to populate shared data to evaluate what interventions reduce recidivism.

The board moved into executive session to discuss legal issues and consultant matters tied to the item; after the closed session the board returned and approved the agreement with a roll‑call vote. All five supervisors voted yes: Chairman James Gregory, Vice Chair Brooks Compton, Supervisor Mary Mallory, Supervisor Nikki Chek and Supervisor Chris Kukneo.

The contract was approved unanimously; the sheriff thanked the board for the support.
