Assessor outlines countywide reappraisal schedule; notices to mail May 2

Keith Ealing, Hamblen County assessor, told the Public Services Committee the county is on schedule for its countywide reappraisal. His office expects to finish internal work by March 28, send a postcard to every taxpayer in early April explaining the reappraisal process, and have the state mail certified reappraisal notices on May 2.
Ealing said the county is aiming to have the board of equalization meet in June so the assessor’s office can submit final numbers to the state in time for the certified tax rate calculation. He said the office reviewed nearly 4,700 residential sales from 2021 through 2024 as part of the valuation sample and that they cover about 21% of the county’s roughly 22,000 residential parcels.
Ealing walked commissioners through packet material explaining the certified tax rate calculation and statutory compliance steps for any jurisdiction that chooses to adopt a rate above its certified rate. He also urged commissioners to review the postcard and informational materials so they can answer constituent questions during the reappraisal and appeals period.
No vote was required. Ealing asked commissioners to treat upcoming notices as informational and to expect follow-up at the June board of equalization meeting.
