The Jones County Planning and Zoning Commission granted preliminary plat approval to Madeline Properties LLC for a new subdivision on about 86 acres near the county recycling center, a project the developer referred to in materials as Garrison Ridge.
Developer Scott Jackson presented the preliminary plat and staff explained this body’s role: the commission reviews preliminary plats when new roads are required or the subdivision exceeds 10 lots. Staff told the commission the plan met specifications in their administrative review but that additional information and engineering are required before construction can begin. Staff also explained the process: preliminary plat approval begins a one‑year period for construction of required infrastructure and, if the final plat matches the preliminary plat, staff has authority to approve the final plat administratively.
Board members asked several questions and then voted to approve the preliminary plat after a motion and a second. The developer was informed of required follow‑up: provide additional engineering details and meet administrative conditions prior to starting construction, and that the preliminary plat approval does not authorize lot sales or final plat recording until infrastructure is completed and final approvals issued.
Staff noted the site was harvested of timber (purchased from Roberts Timber) and is located across from the county recycling center. The commission’s approval allows the developer to proceed with the next steps of engineering and construction under the county subdivision regulations; the preliminary plat carries a one‑year implementation window under current policy.
