Council fast-tracks Miracle Field Fitness Park ordinance using federal CDBG funds

Findlay City Council voted on March 18 to suspend the three‑reading rule and adopt Ordinance 20‑25‑031, authorizing the mayor, service and safety director and/or city engineer to advertise and enter contracts for the Miracle Field Fitness Park (Project No. 31950600) and appropriating $250,000 in Community Development Block Grant (CDBG) funds.
Regional planning staff said the project carries no city general‑fund commitment: the grant provides $250,000 and Miracle Field itself will provide $75,000 in matching funds, according to the speaker requesting expedition. The petitioner asked council to waive readings to meet grant procurement and equipment ordering timelines; playground and specialty equipment can have eight‑to‑ten month lead times.
Councilwoman Megan Wernicke moved to suspend council rules and give the ordinance second and third readings; the motion was seconded and carried on a roll call. Council adopted the ordinance by roll-call vote; recorded ayes included Wernicke, Bauman, Wolpzer, DiArmond, Frisci, Greenough, Niemeyer, Palmer and Russell. The ordinance was declared adopted.
Supporters said expediting the ordinance would keep the project on the grant timeline and allow procurement and installation in a timeframe that best serves park users. No city general funds were appropriated for the project in the ordinance and the administration said procurement will follow state and federal requirements for grants.
