The Spokane City Council on March 24 considered two draft resolutions (filed as 20250019 and 20250020) that would have set council positions on state legislation. Council Member Kekhart moved to defer the resolutions for one month (to April 14) so council members could propose amendments; the motion was seconded.
Council Member Zappone then proposed amending the motion to postpone the resolutions indefinitely, arguing the bills were no longer active in the legislative process and therefore a position from the council would be moot. Council Member McCall seconded the amendment. After extended discussion — during which councilors debated whether the council should route legislative positions through an executive committee or adopt guiding principles, and whether timeliness sometimes requires bypassing committee processes — the council voted by voice to adopt the amendment and then to postpone the resolutions indefinitely.
Members who opposed indefinite deferral said that even if bills appear inactive in the current session, positions can have future value and that indefinitely deferring is effectively killing the measures without a substantive vote. Others argued for more formal rules that balance the need for deliberation with the ability to act quickly on time‑sensitive legislation.
Because the amendment to defer indefinitely passed, the resolutions were not advanced for further amendment or final action at this meeting.
