Mark Papich briefed the committee that the city received a Department of Ecology planning and design grant to develop plans for a stormwater treatment and infiltration facility at Hillandale Park.
The nut graf: staff said the design grant covers planning and design work for an underground treatment and infiltration system intended to address stormwater needs in the Hillandale neighborhood. Preliminary plans call for primarily underground infrastructure to minimize visible changes to the park and avoid long Summer closures; the design phase will position the project for later construction funding.
Council members raised concerns about impacts to the small neighborhood park, potential disruptions during construction and security of construction staging areas because the park has recurring camping and trespass issues. Papich said the proposed solution is expected to be a passive underground vault and dry-well system, which would reduce mechanical and electrical equipment on site and lessen long-term security concerns.
Papich said the design and planning will be completed this year and that construction funding would be pursued in a later round; a realistic timeline to construction would be about three years from the design phase completion. No formal council action was taken at the PIES meeting.
Ending: Staff will proceed with planning and return with design milestones and construction funding requests in future capital programming discussions.
