TRC delays Jar Cove plat after mosquito, stormwater and setback concerns

The Walton County Technical Review Committee on March 19, 2025 continued the Jar Cove final plat (project POA24000052) to the TRC meeting on April 16 after mosquito-control staff and nearby residents raised concerns about stormwater runoff, jurisdictional wetlands and a rear setback reduction.
The plat application, submitted by Jarv Cove LLC, seeks final plat approval for eight single-family homes on what staff confirmed is 5.62 acres; the applicant said the plat is consistent with the previously approved Development Order DO MIN20-00006 that was granted in 2022. Planning staff said there were only minor comments but multiple commenters asked for more time for technical review.
Mosquito-control staff warned the proposed drainage and the small detention area could increase standing water near a jurisdictional wetland that drains to the bay, noting the county has treated the area monthly and that “we had … 2 human cases last year,” a reference to West Nile virus cases along the county line. A member of the public, Steve Young, asked that stormwater calculations and any Florida Department of Environmental Protection (FDEP) permits be made available to the public for review, saying he could not find the stormwater plan in the public portal. He also said lots 7 and 8 lie below the pond and “those will not flow up so that needs to be looked at.”
Neighbor Jim McDowell, who lives across Walton Way from the site, told the TRC there was no sign posted advertising the subdivision, and he flagged a discrepancy between materials showing 6.28 acres in the ad and the survey in county files showing 5.62 acres. Planning staff called the 6.28 figure a scrivener error and confirmed the official survey in the file shows 5.62 acres. Staff also confirmed the development order included stormwater review; the planning staff member said, “the storm water was approved at DO.”
Several commenters and staff questioned a change in the rear building setback from 15 feet in the development order to 5 feet on the proposed plat. Staff said Walton County code allows a reduced setback where lots are plotted against a protected wetland buffer and that covenants and restrictions submitted by the developer will be required to protect the buffer; staff said they had requested stronger HOA language to protect common space and the wetland buffer.
After discussion, the TRC voted to continue the item to the April 16 TRC meeting to give mosquito-control staff and current operators additional time to review the resubmittal and for the applicant to provide stormwater documentation and the updated survey. The chair said staff expects the applicant to resubmit stormwater documents and address outstanding comments before the next TRC meeting.
The developer and staff were advised that once outstanding technical comments are resolved the plat may proceed toward final recording and any required intergovernmental permitting.
