The Natrona County Board of County Commissioners held a public hearing on a petition from John Lafferty to vacate portions of Fremont Street, Washakie Street, Bucknam Avenue and an alley in the Westcrest subdivision of North Casper, Wyoming.
Heather, a county staff member, gave the staff report and explained the petition and the viewer’s recommendation to vacate the portions adjacent to Mr. Lafferty’s property. She said the petition met the notice and filing requirements under Wyoming statutes and that the county had published notice in the newspaper and sent direct notices to affected property owners and lienholders. Heather said no claims for damages were received by the deadline.
Aaron Money, the project land surveyor, clarified that the request under the current petition was for the western 30 feet of Washakie Street adjacent to Lots 8 through 17 in Block 15 — the original 60‑foot right‑of‑way remains split and the petition sought the 30‑foot portion adjacent to the petitioner’s lots. Aaron confirmed that the requested vacated portions are not used as public thoroughfares at the locations in question.
There were no members of the public who registered opposition or spoke in opposition at the hearing. After staff comments and a clarification to correct the legal description to name Washakie Street in the resolution, Commissioner Nicholas moved to approve the resolution vacating the described parcels; Commissioner Coates seconded the motion. The chair called for the vote; the board voted in favor and the motion carried. The county attorney’s office will prepare a corrected resolution and legal description for the chairman’s signature.
The vacation was recorded by resolution; the commission did not receive damages or objections in writing prior to the statutory deadline and the viewers’ report recommended the vacation.
