The Sumner County Finance Committee agreed to include standard cost-of-living adjustments, health insurance flow-throughs and Tennessee Consolidated Retirement System (TCRS) increases when incorporating a late highway department budget submission into the county workup.
The committee discussed a late submission from the highway department that, per a referenced private act, was due March 1. Staff said the department missed the deadline for family reasons and that historically the committee has accommodated late filings once or twice. Committee members instructed staff to insert COLA, insurance and TCRS adjustments into the initial workup and to allow the highway director (Mr. Ellis) to present the department’s full request at the first presentation.
Committee members debated consistency across departments, with one member urging the same approach for the election commission if it missed deadlines. A motion to incorporate last year’s figures plus required increases into the county workup passed on a voice vote recorded as "All in favor." A separate amendment clarified that staff would prepare the standard increases and still allow the director to present his full original request; that amendment also passed.
