Finance committee reinstates opioid advisory panel pending formal bylaws

The Sumner County Finance Committee voted to reinstate the county opioid advisory committee under its existing rules and to run the committee through July 2025.

Committee members said the reinstatement will allow the work to continue while a more permanent structure and bylaws are developed. Chairman Schoke moved to reinstate the panel and the motion carried after a voice vote recorded as "All in favor." No roll-call vote with named tallies was recorded in the transcript.

Members said the most important outstanding questions are how citizen members will be appointed and whether noncommission members should have voting rights. Committee member Juan said citizens "would like to have their voices heard" but noted the group currently lacks standing bylaws that specify voting eligibility. The committee debated whether citizen participants should be permitted to vote on committee recommendations; legal staff cautioned that bylaws could conflict with the commission’s standing rules and that appropriations and final decisions must still route through the full commission.

Committee members agreed to leave appointments and detailed voting rules to a combined process involving the committee on committees and the legislative committee. The committee majority supported keeping the panel in place through the summer to allow time for the committees to draft bylaws and an appointment process.

The reinstatement was presented as a temporary measure: committee members said the committee-on-committees will take responsibility for constituting the panel and establishing procedures before the summer deadline.
