The committee voted to recommend adoption of a final plat for Harmony Valley Fifth filing, a proposed subdivision of about 44.14 acres between Allison Road and West College Drive that would create 12 cottage lots and associated open space and circulation.
Brandon Gilchrist of the Planning and Development Department presented the final plat. "This final plat is for 12 cottage slots, right on West College Drive and Worcestershire Road, for 44.14 acres of land," Gilchrist said. Developer John Sayers of Tree Great Land Development described coordination with city staff and utilities over the past seven months and said the design proposes alley-loaded cottage lots, open-space connections and a 30-foot alley width to accommodate utility lines and vehicle turning radii.
Sayers said the 30-foot alley allows space for water and sewer infrastructure inside the alley and provides turning radius for fire and sanitation equipment, a point he said was discussed with BOPU and sanitation. He described open-space pathways connecting south to north and said the open-space areas will be maintained by an HOA. Sayers also said drainage will be directed into detention areas; staff and the developer said one detention area is planned adjacent to the Triumph High School area and additional detention will be provided as future adjacent parcels develop.
Staff said the exceptions noted in the staff report are expected to be granted with committee approval. There were no public comments. A motion to adopt the final plat was moved and seconded; the committee recorded a verbal "aye" and recommended approval to the Monday council meeting.
