Committee approves minor variation to allow additional outdoor storage by placing detention underground in Elgin-area parcel

The Development Committee approved a minor variation to petition 4517 (Greg and Charles Kellenberger) that moves an existing surface stormwater-detention area underground and allows the reclaimed surface area to be used for additional outdoor storage in an industrial/commercial parcel surrounded by the city of Elgin.
Mark Van Kirkhoff explained that the parcel is triangle-shaped and largely surrounded by Elgin; the modification is a change from surface detention to underground detention at the south tip of the parcel. The revised plan would permit additional yard storage consistent with the special-use approval previously granted for outdoor storage. County staff described the request as a minor variation to the approved site plan; the committee may approve such variations or require a full Zoning Board hearing if deemed necessary.
Commissioners asked about surface material for the new storage area. Van Kirkhoff said the surface would likely be paved or gravel and constitute an impervious or semi-impervious area; any disturbance or added impervious cover would require a stormwater permit. The Kellenbergers indicated the additional area would be used for trucks and material storage related to their construction-related businesses. The committee approved the minor variation on a motion by Commissioner Iqbal, seconded by Commissioner Leonard; roll call was unanimous in favor.
