Applicant: Gary Petkosdie. Planning staff recommended approval; the applicant said the rezoning will allow demolition of an old cooler structure and enable marketing of the commercial parcel. The motion passed unanimously and will be forwarded to county council.
- Rezoning (Ingram, case RZ2025-0191): Approved unanimously. The applicant (Kaneisha Ingram on behalf of Veterans United Realty of the Southeast) sought to rezone 0.73 acres at 1754 Old Carter Street from Manufactured Housing (MH) to Medium Density Residential (MDR) to subdivide for single-family lots. Planning staff recommended approval on the basis that surrounding lot sizes and uses better align with MDR; the motion passed unanimously and will be forwarded to county council.
- New road names (administrative): Approved unanimously. Planning staff presented a packet of proposed private road names for multiple developments (including names that would be used if Silver Run proceeds). 9-1-1 addressing reviewed the names and recommended approval; the commission approved the list as submitted.
- Shadow Moss (SD20241442): Continued by unanimous vote. The applicant requested a continuance; the commission granted it (30 days) so the applicant can address outstanding Technical Review Committee comments and return with revisions.
How these matters move forward
Rezoning votes by the planning commission are advisory; each approved rezoning will be forwarded to the Lancaster County Council for final action. Administrative approvals (road names) are effective once processed by the addressing office; road names are privately maintained per the applicants’ submittals. The continuance for Shadow Moss pauses county action on that preliminary plat while the applicant revises plans to respond to TRC items.
Several matters heard at this meeting — including the Cogito Academy conditional-use recommendation and the Silver Run preliminary-plat denial — had wider public interest and separate staff reports.
