Council discusses hotel capacity, Airbnb pressure and event-center infrastructure

Baker City — At the Feb. 25 work session, the council discussed local lodging capacity, short-term rental impacts and an event-center project that remains partially funded.
Councilors noted roughly 80 short-term rentals (Airbnb-style units) in the community and said many existing hotels need renovation. Several speakers argued that securing a higher-quality new hotel could help shift demand away from short-term rentals and support larger events that require more lodging.
Councilors discussed working with Baker City Downtown and the Chamber of Commerce on business retention and marketing. One councilor suggested asking current hotel owners for occupancy data to better understand demand during peak weekends and events.
Event center and funding
Speakers described a proposed event-center project that still needs land acquisition and funding for the building. The county has secured about $2,200,000 for infrastructure work — roads and water lines — but there is no committed funding for the event center building itself. Land acquisition and right-of-way issues were cited as ongoing tasks.
Other local redevelopment items
The council heard that the YMCA construction had been delayed by disagreements between a contractor and state code requirements; the state ultimately required several code elements and that slowed work while those items were resolved. Speakers said the city was sometimes blamed for the delay even though the state code interpretations were the determining factor.
No votes taken
There were no formal votes on lodging policy, short-term rental regulation, or event-center funding in the work session. Councilors asked staff to pursue occupancy data, continue discussions with hotel owners and pursue grants or other funding options for infrastructure and the event center.
