City staff member Barry presented a summary of notes councilors and public respondents had submitted and said the “essence of Baker City” coalesced around being a close-knit, historic community that supports a variety of interests. He told councilors the exercise was intended to “get the juices flowing” as the council sets one- to two-year priorities.
