County auditor staff reported a reconciliation error in the January 14 transfer of county road balances and asked the commission to rescind its prior motion and adopt a corrected transfer. The commission rescinded the earlier motion and approved a new transfer that zeros out account 2120 (County Road unorganized) by transferring $455,889 from 2155 County Road and Bridge, and then moving the remaining balances ($5,603,489.78 County Road and Bridge and $397.85 Farm to Market Road) into a new combined 2150 County Road Fund for 2025. The rescission and new motion were both approved by roll-call votes.
Road department staff and the county engineer discussed fleet replacement and surplus. The road superintendent reported several older Western Star trucks and other units will be removed from service as replacements arrive; commissioners asked for a short list of vehicles to declare surplus so the county can post sealed bids. The commission voted to declare three tractors surplus and direct staff to offer them for sale by sealed bid.
The commission also opened and tabulated bids for CP452303 (grading on 130 First Avenue Southwest and 40 Eighth Street Southwest). Staff read multiple bids and reported the verified low bid of $648,240.82. After engineer verification, the commission voted to award the contract to the verified low responsible bidder and forward the contract to procurement for execution.
On personnel, the commission approved an advertised recruitment for the county road superintendent position with a starting salary of $85,000 and a closing date of March 1; the commission directed HR to post the job announcement and proceed with candidate screening after the closing date.
The actions bundle a financial correction, procurement results and a hiring strategy the county expects to complete during the spring.
