The Riverton City Council approved a negotiated contract with HDR Engineering, Inc. for engineering services on wastewater-treatment-plant process upgrades in the amount of $470,350.
Public Works staff reported the scope covers clarifiers, UV disinfection and grit-system work. HDR was selected previously as the recommended consultant; the Wyoming Community Development Authority (WCDA) concurred with HDR as the consultant and the negotiated contract amount. Council authorized entering the contract so the project can proceed; staff noted the project is grant funded (WCDA) and the city will follow federal and state reimbursement rules, including certified payroll requirements for payment processing.
Councilmembers asked about budgeting and payment timing; staff said the FY25 budget included the grant award and reimbursements are processed after application documentation (including Davis-Bacon certified payrolls) is submitted. The council approved the negotiated contract by voice vote.
