Administrative Services Director Miss Harris said the ordinance follows discussions with license holders and Fremont County prevention partners and would standardize training requirements citywide. Key provisions require new hires to complete a state-approved server-training program within three months, require annual proof of training at license-renewal time, and require employees to maintain valid certification while employed.
Council discussion noted the rule would apply to managers and service staff, including off-site or event permits (for example, fair malt-beverage permits); staff said many licensees already require training and that the city has scheduled TIPS training sessions in town. On a roll-call vote the council voted unanimously in favor; Administrative Services Director and license-holders present said the change would standardize existing practices and support enforcement.
The ordinance was adopted on third and final reading; staff will track certification evidence during license renewals.
