BRN moves to ease out‑of‑state preceptor requirements; committee approves administrative motions including support for subcommittee scheduling

The Impact Committee reviewed proposed updates to the nurse practitioner program approval rules that remove a requirement forcing out‑of‑state preceptors and remote faculty to obtain California NP licensure when supervising students who do clinical work outside California.
Executive Officer Loretta Melby said implementation of the BRN’s 2019–2020 approvals work revealed a barrier: the existing language required clinical preceptors and faculty who did not step into California to still hold California NP licensure. Melby said that requirement had led at least one program to withdraw its California approval and that the proposed language would permit a preceptor and student to be licensed in the state where the clinical activity occurs rather than require a California NP license for out‑of‑state supervision.
Marissa Clark said the proposed regulatory text is posted and in a 45‑day public comment period; comments close April 28 for that package. She noted the changes are intended to maintain clinical verification while removing an undue administrative burden on academic programs and out‑of‑state supervisors.
On meeting housekeeping, the committee voted to approve the minutes from Sept. 24, 2024, and later passed a motion asking BRN staff to facilitate and schedule subcommittee meetings to make it easier for subcommittee members to convene. The motion to request BRN assistance was moved by Dr. Edward Ray and seconded by Committee Chair Samantha Gamble Sparr; the committee recorded affirmative votes from Dr. Ray, Dr. Andrea Espinosa, NP Jan Johnson Griffin, NP Kevin Maxwell, NP Sally Pham and Chair Gamble Sparr and the motion carried.
Records: members voted to approve the Sept. 24, 2024 minutes (roll‑call yes votes recorded) and the motion asking BRN staff to help schedule subcommittee meetings passed by recorded vote. The committee took no other formal regulatory votes at this meeting.
