Clark said the fixes are spread across several sections, including proposed changes to 16 CCR 14 81 (scope and categories), the 103 transition‑to‑practice language, and the notice‑to‑consumer provisions. She told the committee that under the draft text BRN would add language to 16 CCR 14 81(b) to allow a national certification that ‘‘was retired before 01/01/2017 by a national certifying body that is accredited by the National Commission for Certifying Agencies or the American Board of Nursing Specialties.’’
Clark noted the package had been presented to the full board and that a public commenter had correctly identified a place where the posted language could unintentionally exclude legacy certifications; staff revised the approach to amend the central cross‑referenced section instead of duplicating edits across multiple subsections.
Staff said the proposed regulatory text and the initial statement of reasons are posted on the BRN website’s proposed regulations page; the package is on a 45‑day public comment period (the meeting materials noted April 28 as the close date for one of the packages). Committee members were invited to send suggested clarifying FAQ items to Marissa Clark (marissa.clark@dca.ca.gov) or to the BRN advisory email list for regulations.
No committee vote was taken on the rule‑making text at this meeting; staff asked members to submit any requested edits through the rule‑making comment process so the board can consider them before finalizing language.
