Bedford County committee recommends moving forward with local morgue facility

The Bedford County Courthouse and Property Committee voted Feb. 25 to forward a favorable recommendation to the full county commission to advance plans for a small local morgue facility.

Captain Bridal Bruce, who briefed the committee on the proposal, said the facility is intended to provide short-term storage and processing of bodies when immediate transfer to a funeral home is not possible. "I can promise you it's a no frills plan," Bruce said, describing a layout that includes body storage, a bathroom for biohazard cleanup and a clerical area for paperwork or family identification.

Bruce told the committee that since Oct. 1, after the county took over some duties previously handled by an outside provider, the county has transported 26 bodies to its current morgue arrangement, and that "15.38 percent were suspected overdose." He also said local opioid overdoses have fallen since 2020: "our overdose rate on opioid overdoses is down 30 percent." Bruce said the county is not entering the funeral or mortuary business but is trying to "facilitate" timely transfer of decedents when families, investigations or autopsies delay movement to a funeral home.

Committee members asked about project cost estimates. Chad, who represented the finance side in committee discussion, said final figures were not firm because of market volatility; the finance committee added a $10,000 contingency to the estimate that moved forward. A full project total was not specified during the meeting.

Bruce also addressed rumors on social media and clarified that the county will not be providing emergency medical services or operating as a funeral provider. He said some bodies must be housed temporarily for reasons that include pending family decisions and autopsies, and that neighboring Rutherford County is not interested in handling Bedford County's out-of-hospital deaths.

After the presentation and brief discussion about cost contingency and project scope, the committee chair called for a motion. The committee made a favorable recommendation to the full commission; the motion was seconded and passed on a voice vote recorded as "all in favor." The committee did not record a roll-call tally in the transcript.

The recommendation now moves to the full Bedford County Commission for consideration; the committee did not provide a timeline for construction or a final contract award at the meeting.
