Grandview Heights City Council took first reading on March 17 of an ordinance to update the city's community plan codified at §141.02 so that recently completed area plans can be incorporated into a single, updated community plan.
Elizabeth Waters, a resident who addressed the council during public comment, said the proposed ordinance (filed in the packet as 2025-06 in discussion) does not provide sufficient community input before adoption of sub-area plans and uses vague terms such as "other factors" and "distinct area plans" that she said are undefined and open to interpretation. Waters told council the packet and list of changes arrived late: "This is the second time city council is adopting something and changing the community plan without, hardly more than 1 business day notice. It goes out at 03:00 on Friday, for a meeting on Monday. That doesn't give people a lot of time to figure out if they're gonna comment," she said.
Council and staff clarified that the item on March 17 was a first reading and that the ordinance will return for further readings and opportunities for public comment. Staff said the amendment is intended to incorporate area plans already adopted by council (including recent work for sections of Grandview Avenue/First Avenue and Goodale West) so that the community plan available on the Growing Together website and city resources reflects the most recent adopted plans.
No final action was taken; council recorded the item as a first reading and referred it for administration. Council members and staff said the ordinance was not intended to change policy but to allow the consolidated plan to reflect adopted area plans. Waters said she may submit further comments after reviewing the redlined language with more time.
Authorities cited in the discussion included the city's codified ordinance section governing community plans (noted by staff as §141.02). Council placed the ordinance on the next steps for consideration, and staff indicated the item will return for subsequent readings and public comment opportunities.
