Council introduces ordinance to revise multifamily parking rules, bar tandem parking on larger sites

The council on March 18 introduced an ordinance to amend residential parking standards and certain preferential parking permit rules to implement Housing Element Program 9 and to clarify eligibility for preferential parking zones.
Planning staff presenter Paul Samaris summarized revisions requested by council after a prior hearing: continue to prohibit tandem parking in multifamily projects; retain a two-space-per-unit requirement for one-bedroom units (revising a proposed 1.5 ratio back to two); maintain a lower ratio for studio units (one space per studio) for smaller projects up to two acres; and allow the public works director discretion to deny or revoke permits where a garage has been illegally converted. The ordinance also establishes three categories the council may deem ineligible for preferential parking permits when forming new zones: new multifamily projects, new single- and two-family projects that do not meet the two-space-per-unit standard, and properties subject to development agreements.
Council discussion focused on the two-acre threshold (Council Member Keldorff said the threshold was suggested to balance feasibility for projects with public benefits tied to development agreements) and on how variances and development agreements differ in practice. Staff recommended the council confirm the two-acre threshold and return the ordinance for a second reading and potential adoption on April 1.
Mayor Pro Tem Baldino introduced the ordinance and council waived first reading; the ordinance will return for second reading and possible adoption at the April 1 regular meeting.
