Council approves Omni Orchards expansion; PUD amended to include adjacent parcel for winery, tasting room and event space

The Rosemount City Council on March 18 adopted a resolution repealing and replacing the existing Omni Orchards planned unit development (PUD) agreement so the winery may expand onto the adjacent parcel north of its current site on Biscayne Avenue.
What the amendment does: The amended PUD adds the neighboring parcel to allow a new building for wine production, a tasting room and an event space. Planning staff said the planning commission approved the site and building plan in February and recommended the PUD expansion to create a cohesive exterior appearance and site layout. The applicants plan corrugated metal paneling with limited stone or brick wainscoting consistent with the existing agricultural aesthetic, and landscaping that includes vineyards and orchard trees.
Project details and timeline: Applicants Zach Ward and Justin Walsh, co‑founders of Omni, told council they expect wine production to be operational by the October harvest and that they will begin booking events for 2026; they do not plan to take event reservations this year. Staff noted a dwelling and an existing metal pole barn on the subject parcel will be demolished; the fire department may use the dwelling for training exercises prior to removal. The site plan shows access from the existing driveway, on‑site parking adjacent to the new building and additional overflow parking on the existing Omni site.
Council action: Councilmember Freske moved and Councilmember Tyson seconded a resolution to repeal and replace the Omni Orchards PUD to encompass 15675 Biscayne Avenue and 15701 Biscayne Avenue. The motion carried 4–0.
Ending: With the PUD amended and site controls approved by the planning commission, applicants may move forward with permitting and construction as prescribed by city processes.
