The board took several specific actions. They took two construction bids under advisement and authorized staff review; approved a schedule modification for the Randolph Street Bridge project that sets a preliminary immediate completion date of Aug. 22, 2025, and extends the contract completion date to May 31, 2026; and authorized field-check meetings for bridge inspections. On grant matters the board approved the Emergency Management Agency (EMA) subrecipient salary grant (covers half of one salary for the 2024 fiscal year), granted Community Corrections permission to apply for the 2026 Community Corrections Justice and Reinvestment Grant, and authorized sheriff’s department applications and agreements for two state-provided initiatives: the Cetoxa oral-fluid analyzer device transfer/agreement and the CHIRP/traffic enforcement grant (Comprehensive Highway Injury Reduction Program). The board also approved a recurring vehicle/equipment grant application process for the sheriff and related acceptance of a contract for the Cetoxa devices.
Financial housekeeping included approval of minutes from March 3, payroll and AP claims, and an accounting cleanup for Council on Aging transit funds: $20,397 (5311 operating) and $1,404 (5339 capital) were listed as not spent as appropriated and will be reconciled. The commissioners approved an initial $75,000 capital campaign contribution agreement to Desmond’s Place (part of a previously discussed $150,000 commitment) and authorized multiple purchases and prepayments: museum camera replacement ($4,025.50), prepayment for the Bowen Building purchase, and a prepayment for part of the county microwave camera project ($27,743.89).
The board advanced ordinance 2025-11 — creating a Marshall County Public Safety Grant Program — on first reading and asked county staff to refine eligibility and scoring language before second and third readings. County attorney Sean explained the draft allocates 80% of an annual appropriation as an equal distribution to eight public-safety agencies and reserves 20% for discretionary capital or equipment grants; commissioners discussed adding standards or incentives tied to participation in countywide training.
