Council members approved a professional services resolution for SEH for the Fourteenth/Twentieth Southern Drive and Chestnut Street construction project and awarded a mill-and-overlay contract, including the budgeted alternate, after staff said bids came in favorably. Councillor Johnson moved the SEH resolution; Councillor Freidleib seconded. Councillors approved the mill-and-overlay award on a motion from Councillor Freely, seconded by Councillor Paulson.
Councilors also approved or advanced equipment and service agreements for city operations, including a PerMar access-control quote and a linked camera and monitoring quote for the new Virginia Public Safety Center; both were moved to the council meeting for final approval with a resolution after staff said wiring is underway at the facility. Councillor Johnson moved both items; the motions were supported and passed in committee.
Other approvals included a three-year continuation agreement with Firecat for annual fire-hose testing, a copier lease for the police department, a CrySteel 14-foot replacement box for public works (estimated up to $26,346), and a station-alerting system for the new public-safety building (staff recommended AMCOM over Motorola). Councillor Johnson moved the Firecat agreement, the copier lease and the station-alerting item; the motions passed on voice votes.
The committee also approved several personnel and administrative actions: advertising for summer student workers, posting for seasonal baseball coaches and umpires, posting the library maintenance position, allowing student volunteers for the library’s summer reading program, and a letter-of-understanding with AFSCME to allow 10-hour summer shifts for eligible departments. Councillor Johnson moved multiple personnel items; each passed during the session.
A personnel motion to prepare a resolution to hire an internal candidate, Stephanie Smith, as fire marshal was approved and will be placed on the council agenda. Council approved a phased retirement (PRA) resolution for Finance Director Sherry Erickson. The committee directed staff to report back on the city’s position regarding tree removals based on current ordinance language rather than adopting the lengthy draft tree policy proposed by the Parks & Recreation/Tree Board.
