City planning staff said the rezoning request was intended to allow a multi-family development similar to a nearby development to the south. Under the existing zoning table the parcel could theoretically allow up to 94 units, but staff said lot-coverage, streets and parking make that unrealistic and estimated a realistic yield of around 45 units; the development to the south contains 34 single-story units on 7.4 acres.
A property owner who spoke at the hearing, Brian Burland, said his family had sold the rezoned parcel and expressed a single concern about protecting an approximately 100-year-old pecan tree near the right of way; staff and the applicant’s representative suggested the developer is willing to work with the owner after the meeting to avoid damage to the tree.
A commissioner moved to approve the rezoning and the motion passed on a 4-0 roll call: Steven Harrison, Lloyd Lentz, Phil Nichols and Zack Robbins voted yes.
Staff recommended approval, and the planning commissioner who made the motion asked staff and the developer to attempt to preserve the pecan tree where feasible.
