Council directs staff to return with Tyler Technologies contract for permitting and e-review software; reallocations to follow

LAKE CITY — Growth management staff told the Lake City City Council on March 17 that the city needs to reallocate funds within the department to adopt a different permitting and licensing software package after the originally selected product was found not to integrate with the city’s finance system.
Scott Thomason, assistant director of growth management, said the alternative is a Tyler Technologies product that integrates directly with the city’s finance software and will reduce manual data entry. Thomason said the Tyler product costs more but avoids hiring additional staff to perform manual work.
Councilman Jernigan moved to direct staff to bring back a contract and resolution to adopt the Tyler Technologies package at the reallocation figure discussed — $154,185 — and the motion passed unanimously. City Attorney Martin and staff indicated the council should approve the contract first and then consider the formal reallocations to the departmental budget once the contract is adopted; the attorney said it would be premature to make reallocations before the contract is adopted.
The city manager said the attorney is working to recover funds from the original vendor for the product that was not implemented.
