Lake City council adopts government affairs contract, wastewater budget changes, SCADA purchase and resilience study

LAKE CITY — The Lake City City Council on March 17 approved a package of resolutions authorizing a government affairs consulting agreement, internal budget adjustments for a new wastewater facility, a contract to install a SCADA (supervisory control and data acquisition) system at a wastewater plant, and a task assignment for a potable-water risk-and-resilience assessment.
City Attorney Martin read the resolutions by title before each vote. Councilors voted unanimously to approve the items.
The council approved Resolution 2025-O29 authorizing an agreement with Sunrise Consulting Group for government affairs consulting to support the city’s legislative and regulatory priorities. City Attorney Martin described the resolution’s effect as recognizing the mayor’s authority to execute the agreement and repealing prior conflicting resolutions.
The council adopted Resolution 2025-031 to amend the fiscal-year 2024–25 budget to add amounts related to the operation of the megasite wastewater treatment plant. City officials said the change is a departmental reallocation tied to operations of the facility, not an added appropriation.
The council approved Resolution 2025-034 to accept the low bid from Advantage Contracting Group Inc. and authorize a contract for a new SCADA system for St. Margaret’s wastewater treatment facility. Utilities staff explained the technology will allow remote monitoring and alarm notifications and can reduce on-site staffing needs in some cases.
Councilors also adopted Resolution 2025-035 authorizing task assignment No. 13 under the city’s continuing contract with Jones Edmunds & Associates for an update to the potable water system risk-and-resilience assessment. The task assignment was authorized at a cost not to exceed $59,975.
Council members moved and seconded each resolution and approved each by roll call; the recorded roll-call votes were unanimous in favor.
