Fiscal court approves Resolution 25-4 to test rubber-modified asphalt on Henderson Road

Todd County Fiscal Court voted to approve Resolution 25-4, allowing the county to apply for a state grant to test rubber-modified asphalt on a section of Henderson Road.
County officials said the grant, if awarded, would fund a comparison: one half of the selected road segment would be paved with a traditional asphalt mix and the other half with a rubber-modified asphalt mix, with annual inspections and reports to the state to measure cracking and other failures over time.
Angela Kirkland, from the PA office, introduced the item and said the application has been prepared for the court's signature. Randall (staff member) described the project and how the evaluation would work: “we submitted an application, on behalf of the county last year for the same project. And basically, what the cabinet will do if the grant's awarded is you will pay to pave half of a road with traditional asphalt mix and the other half with the rubber modified, asphalt mix. And then we sit and wait and check it every year and submit a report to the cabinet every year to see how it performs.”
Court members discussed logistics and costs. Staff estimated the county’s share would be about $65,000 for a 1.66-mile section of Henderson Road (the grant would split that section into two roughly 0.83-mile halves). Staff reported the rubber-modified portion the state would pay was estimated at about $101,000. A resident asked whether the county could obtain samples of the formula for local testing; staff replied that the state would need to be contacted for material sourcing details.
The court moved and seconded the resolution and approved it by voice vote. Court staff said they would finalize the application and provide a copy of the signed resolution to the county when complete.
The project is intended as a performance test; no commitment was made to use rubber-modified asphalt beyond the pilot if the results do not show longer life or other benefits.
