Committee advances bill to expand C-PACE financing to electric vehicle charging infrastructure

The House Environmental Committee reported out House Bill 789, which would expand the Commercial Property Assessed Clean Energy (C-PACE) program to include electric vehicle charging infrastructure as an eligible project type.
Sponsor Rep. Cirici said the expansion helps private businesses and apartment complexes finance chargers without cost to taxpayers, and cited examples in other states. “My bill deals with the opportunity to add charging stations across the commonwealth,” the sponsor said, noting prior bipartisan support in the full House in a previous session.
Members debated whether the state should act given private-sector deployment and federal grants already supporting chargers. Opponents argued the market and private companies (including automakers and private charging networks) are already building out infrastructure and that government programs risk duplicative subsidies. Supporters noted many residents live in older neighborhoods without private charging options and said extending C-PACE financing could help build equitable access.
After discussion the committee took a roll call and the chair announced the bill had sufficient votes and was reported out of committee.
