Committee advances bill clarifying dealer plates are not a taxable sale

House Bill 16303 advanced from the House Transportation Committee on a voice vote after the sponsor and an industry witness said the measure simply clarifies how dealer license plates are treated for sales-tax purposes.
The bill makes explicit that when a dealer plate is used on a vehicle, that use is not a taxable transaction and does not remove the vehicle from dealer stock for sale, Representative Kavanaugh, the sponsor, said during the hearing.
Kevin, a car dealer who testified in support, told the committee, “I really appreciate you listening to this. This has been an issue. And just for the record, I wanna say everybody understands I'm a car dealer. I don't use dealer plates in our industry.” He said a companion bill addressing penalties for misuse of dealer plates will be filed separately.
Representative Richmond moved a “do pass” recommendation; the committee approved the motion on a voice vote with no recorded opposition. The bill will proceed to the next stage of the legislative process.
The measure, as described in committee, is limited in scope to the tax treatment of licensed dealer plates and does not change licensing or registration requirements for dealers.
