Fiscal Court OKs resolution renewing 10‑county workforce interlocal agreement

The Greenup County Fiscal Court unanimously approved a resolution to renew an interlocal cooperative agreement that governs workforce development services across the 10‑county local area.

The resolution, presented by a staff member identified as Justin, extends the agreement for five years so it aligns with related documents and allows workforce services — including training scholarships, on‑the‑job training contracts, youth work experiences, childcare support for participants and employer recruitment assistance — to continue across the area.

Justin said the agreement sets out the administrative structure for the area’s workforce board, a 20‑member volunteer board with a business majority and representatives from all 10 counties. He said the board selects the administrative entity, currently Buffalo Trace Area Development District, which serves as the employer of record for board staff.

He noted that federal law that funds services through the local workforce board requires the highest‑ranking local elected official serve as the subgrant recipient. The courts in the 10 counties decided to designate one county judge to hold that responsibility; Mason County Judge Owen McNeal currently serves as the chief local elected official for the subgrant. The resolution authorizes Greenup County’s representatives to sign the renewed agreement on the county’s behalf.

Ernie moved to approve the resolution; Derek seconded. The court voiced its assent and the motion passed.

Court members said they look forward to continued service delivery under the renewed agreement and Justin provided paperwork after the vote.
