The Planning & Zoning Committee approved a substitute for BL 20 25 7 31, an ordinance to rezone property at 2400 Clarksville Pike. The substitute replaces the proposed MUGANS zoning with an SP zoning that restricts certain uses and requires a minimum of 20,000 square feet of commercial space.
Matt Wilkinson of the Metro Council office explained the substitute on the record, saying it “converts the MUGANS zoning proposed to an SP to restrict certain uses from the SP such as warehouse distributed business, beer and cigarette market, bar and nightclub, automobile convenience, carwash,” and requires a minimum of 20,000 square feet of commercial space. Wilkinson described the list of restricted uses and the commercial-space requirement as the principal changes in the substitute.
The substitute was moved, properly seconded, and approved by voice vote with no recorded opposition. The committee record includes a letter of approval from Council Member Timms. Planning staff did not present additional materials on the substitute during the committee discussion on the record.
The committee did not on the record specify conditions such as required building materials, phasing, or timeline for the developer; the substitute focuses on use restrictions and a minimum commercial floor area in the SP overlay.
