Evanston approves rezoning of 196 Bear River Drive to allow commercial uses

The Evanston City Council voted Feb. 18 to rezone 196 Bear River Drive from public to a highway business-established zone, clearing the way for commercial uses at the site formerly known as the Sunset RV Cabin.
City planning staff told the council the action is the third and final reading of Ordinance 25-01 and that the rezoning request was filed by AGN LLC, doing business as Aspen Grove Nursery. "The property that's being considered to be rezoned is 196 Bear River Drive," Planning/Engineering staff member Jacobson said, summarizing prior hearings.
The council also approved Resolution 25-12, an amendment to the city's master plan changing the land-use designation for the same parcel from public to highway business so the plan aligns with the new zoning. Council members framed the vote as a way to encourage commerce in a part of town several speakers described as having struggled to support businesses.
Ordinance 25-01 passed on third and final reading. Council member Sellers moved the ordinance and Council member Welling seconded the motion; the council voice vote was recorded as "aye," and the mayor declared the ordinance approved. The companion master-plan amendment, Resolution 25-12, was introduced and passed by motion and second from the same members.
City staff did not describe further development plans or a timetable for construction; the ordinance and master-plan amendment authorize zoning and land-use changes only. The property owner and applicant were identified in the council record as AGN LLC, dba Aspen Grove Nursery.
