The Newark Street Committee on March 17 voted unanimously to advance Resolution 25-14 directing the director of public service to take steps to designate Washington Street in the East End as Dr. Charles Noel Sr. Street.
Jeff Harris of 24 Monroe Avenue and other community supporters told the committee that Dr. Charles Noel (transcript spelling varies) built a church in the East End in 1968 and contributed housing and development such as the Washington Square Apartments, and they asked the committee to honor him with a street designation. Committee members asked staff to verify neighbor notification and engineering clearances; the presenter confirmed the usual checks had been made and that the change would be a supplemental brown honorary sign while Washington Street would remain the official name for addressing and navigation.
Council member Barbour moved the resolution and Council member Levitas seconded; the committee approved the motion by voice vote 5–0 and will forward the resolution for full council consideration and implementation by the public-service director.
