MOLINE, Ill. — City staff told the Committee of the Whole that Langman Construction Inc. will perform the 2025 pavement patching program under a contract for $1,239,653, and the council approved the award at its Feb. 18 meeting.
City staff explained the 2025 patching program funds pavement patching and restoration work tied to winter utility cuts; the budgeted amount was $1.2 million and bids came in at $1,239,653. Staff said they will work to keep utility-tax-funded portions under $750,000.
Separately, the council approved change order No. 2 and final for Langman Construction on the 16th Street and Avenue of the Cities intersection reconfiguration. Staff described this as a long‑planned pedestrian improvement project; the $2,321,386.66 final figure adjusts for additional sidewalk quantities, extra electrical work, additional pedestrian push buttons and added traffic control in the field.
Motion and votes on each item were made in the Committee of the Whole and affirmed later in council processes; motions passed with no recorded opposition. The contracts move forward to implementation by the city’s public‑works staff.
