Moline council approves series of contracts, license increases and routine items

MOLINE, Ill. — The Moline City Council on Feb. 18 approved a slate of routine and noncontroversial items, including street closures for a community 5K, several license increases for incidental tobacco dealers, surplus property declarations, and routine contracts and certifications.
Council voted to approve a special-event street closure for the city’s “Spring Classic” 5K, scheduled for April 19 and sponsored by Empowering Abilities. The resolution closes the northern cul-de-sac of 17th Street from 6:45 a.m. to 1 p.m. on the event date.
The council declared vehicles and non‑motorized assets listed in Exhibit A as surplus and authorized the assistant director of public works to dispose of those items by the legal disposal method determined to be most advantageous to the city.
The council approved an annual certification to participate in the Department of Justice/Treasury equitable sharing program. Chief Cauld told the council the department received roughly $2,000 in Department of Justice forfeiture funds and about $8,000 from a U.S. Secret Service Treasury fund for the forensic computer unit and related work; a $2,164 carryover from 2023 was also noted.
The council approved three ordinances increasing the number of Class B incidental tobacco dealer licenses under Chapter 22 (Offenses, Miscellaneous) of the Moline Code of Ordinances. The second readings for HAS Smokeshop Inc. (dba Moline Liquor Tobacco and Vape), Grey Store LLC (dba Vantage Points) and JS Liquor and Food Inc. (dba 5 Star Liquor and Food) each passed with seven ayes and no nays.
The council authorized a licensing agreement allowing Pathway Church to maintain an identification sign in the public right of way at 4330 12th Avenue after staff reviewed utility conflicts and emergency access concerns.
Council authorized a purchase-and-sale agreement with NBI Plus LLC for 700 15th Street (PIN 08-32-419-001) for $10 plus installation of an asphalt parking lot to be constructed at an adjacent NBI Plus parcel at 1514 Seventh Avenue; the City confirmed the parking work is part of the Seventh Avenue reconstruction project and budgeted accordingly.
The council also approved a contract with Precision Pavement Markings Inc. for the 2025 pavement marking program in the amount of $215,300.
Votes on consent items 13.1–13.3 were approved by roll call earlier in the meeting.
