Public Services Director Lars Ewing told the board the armory renovation project is progressing ahead of schedule but that change orders commonly arise in construction and often need prompt approval. Under the resolution the director may authorize field change orders for this project with individual delegated change orders not to exceed $210,000 and an aggregate delegated total not to exceed $610,750; all such delegations would be reported back to the board on a quarterly basis.
Ewing said available project appropriations and contingency — approximately a 10% contingency on the contract — would cover change orders authorized under the delegation and no additional appropriations are required at this time. Staff said the thresholds reflected provisions in state public contracting code that allow for delegated field change orders under defined limits.
Supervisors expressed support for a delegated approach to improve efficiency in handling time-sensitive construction changes while maintaining departmental oversight. The board approved the resolution by roll call; supervisors voted affirmatively in the recorded tally.
Ewing said staff will bring a quarterly summary of any delegated change orders to the board and indicated he is open to exploring a county-wide, code-level approach for delegated authority on capital projects in consultation with other departments and county administration.
