Board adopts resolutions honoring former County Manager Will Sullivan and declaring Vietnam Veterans and King's Messengers observances

The Wayne County Board of Commissioners adopted multiple ceremonial resolutions and proclamations during the March 18 meeting, including a resolution honoring the late former County Manager Will Sullivan and two proclamations recognizing veterans and local musicians.

The board adopted Resolution 2025-9 recognizing Will Sullivan's 40 years of service to Wayne County and 12 years as county manager. Rhonda Sullivan Taylor, identified in the packet as Sullivan's daughter, addressed the board and thanked commissioners for honoring her father. "My family and I would like to thank the board of commissioners for recognizing my father, Will Sullivan, for his 40 years of service to Wayne County," Rhonda Sullivan Taylor said during public remarks recorded in the meeting.

The board also approved a joint proclamation with the City of Goldsboro declaring March 29, 2025 as Welcome Home Vietnam Veterans Day and urging citizens to observe the day. Brian Volk presented the Vietnam proclamation and described planned local observances tied to a miniature replica of the Vietnam Veterans Memorial and recognition activities; he invited the public to attend the March 29 event.

A walk-on consent proclamation declared March 22, 2025 as King's Messengers Day in Wayne County to celebrate the gospel quartet's 50th anniversary and to advertise a free public performance. The King's Messengers proclamation was read into the record and placed on the consent agenda for adoption.
