City authorizes free Mud Island parking during council meetings to ease public access

Deputy Chief of Operations Julius Muse described the plan as a user‑access measure aimed at increasing public participation, and said the administration had worked with the River Parks Conservancy and the parking vendor to implement a version of the policy. "We have an opportunity to allow free parking over at, the Mud Island Parking Lot," Muse said during the session. The administration noted the arrangement is in place and that the resolution calls for a six‑month evaluation of the program's fiscal impact and public use.
Committee members asked whether a validation/registration process was feasible; staff said simple, technology‑free access would be used initially (license‑plate recognition was in place) but that staff could return with a registration workflow if council preferred. The committee requested a cost estimate and suggested monitoring for security impacts and revenue effects.
Ending: The committee approved the executive resolution and asked parks and the mayor's office to report back after six months with utilization data and a fiscal impact assessment.
