The Development Review Committee reviewed a rezoning submittal for the Sapphire Trails project at its March 12, 2025, meeting. Staff said the applicant requests rezoning the parcel from KPI transitional to KPI neighborhood; Amir Hamza, project manager, represented the item to the committee.
Committee members and staff discussed traffic impacts and the submitted traffic impact analysis. An engineering representative said the committee must ensure the TIA is updated as needed depending on when counts were taken and that impacts to adjacent intersections and the roadway network must be addressed. Troy, a consultant on the project, said the traffic counts and report were completed about a month earlier and that the TIA is current. Troy also said the TIA was not technically required for the rezoning but was prepared and provided to give reviewers context.
Planning and zoning staff had no additional comments on the rezoning submittal. Police and fire representatives reported no comments. The committee emphasized that, while a TIA may not be required for rezoning, a TIA will be required at the master development plan (MDP) stage and that engineering will review network impacts during subsequent reviews.
The committee removed a duplicate project name (OnDeach North) from the agenda listing to avoid confusion with another pending project. No formal motions or votes were recorded on the rezoning at the meeting; the discussion focused on information needs and next steps for traffic review.
