Councilmember Walters moved approval, and Councilmember Young seconded. The resolution passed on a roll‑call vote with all members voting yes.
Rayoum said the city has a right‑of‑way permit process but no consistent cost‑recovery mechanism or delegated staff authority for short overnight closures; he recommended drafting a code amendment and a fee schedule and noted towing and enforcement questions require clear authorization. Councilmembers supported the ad hoc resolution for this delivery but asked staff to return with a permanent permitting approach to avoid repeated “last‑minute” requests.
