Lowell council sets preliminary election date for Sept. 9 and opens review of polling locations and outreach

The Lowell City Council on March 18 accepted a preliminary municipal election calendar setting the preliminary election for Tuesday, Sept. 9, after hearing a presentation from the city’s election office on scheduling, polling places and voter outreach.

The council’s action follows the election director’s recommendation to move the preliminary from the day after Labor Day to Sept. 9, citing poll-worker availability, potential cost savings and alignment with surrounding communities’ calendars. “September 9 is a good day to hold on,” the election director said, noting the logistical challenges of holding an election over the Labor Day holiday weekend.

Councilors pressed staff on several operational details the director said remain under study: adequacy of electrical outlets and accessibility at the new Lowell High School cafeteria (a potential polling location), alternative neighborhood polling sites such as the Tsongas Arena, Masonic Lodge and Armand Mercier Center, and approaches to early in-person voting and mail‑in ballot outreach.

The election director told the council the city can tailor early-voting schedules for the municipal contest and is working with nonprofit groups, including Common Cause, on year-round voter education and turnout efforts. He said the office is preparing a candidate’s guide and will translate materials into the city’s primary non-English languages.
