Tipp City Council approves contracts and design work for storage buildings and electrical substations

Tipp City Council on March 17 approved several capital project measures, authorizing a construction contract for three municipal storage buildings and moving forward with engineering and construction work on the city’s electrical substations.
The council voted to authorize the city manager to execute a $568,500 contract with Grand Lake Building Company for three cold-storage buildings used by the electric, water and public works departments. Municipal Services Director Jeremy Bowser said the buildings were included in the city’s Capital Improvement Plan and were bid as a complete set.
“This resolution allows us to move forward with the project and execute a contract with the Grand Lake Building Company for the construction of all three,” Jeremy Bowser said.
The council also approved a $560,300 agreement with GPD Group of Akron to provide engineering and design services for the Substation No. 2 improvements (listed in the capital plan as the substation design project) and later approved a separate resolution authorizing construction work on Substation 4 and its transmission line at a listed cost of $5,201,570.04. Councilmembers discussed discrepancies among bids for the Substation 4 construction; staff said the city’s longtime electrical design engineer, GPD Group, recommended the low bidder after reviewing proposals.
Council approved a separate resolution authorizing purchase of a new utility service body for the wastewater (water/wastewater) department through the State of Ohio cooperative purchasing program, at a cost not to exceed $66,994.
Staff said references and prior work informed vendor selection for the storage buildings. The architect on the project, Candice Goodall, provided a recommendation and staff said they contacted references and found positive reports from similar projects, though most similar work for the contractor occurred in the New Paris/New Carlisle area rather than inside Tipp City.
Several of the items approved were previously included in the city’s Capital Improvement Plan; staff said approving the design work this year allows construction planning to begin earlier than previously scheduled. Council also introduced budget/appropriation ordinances tied to the projects — including reappropriation for a previously authorized Plaza property purchase whose 2024 appropriations lapsed when the purchase completed in 2025 — and a separate ordinance to amend the 2025 budget to include Substation No. 2 design funds.
City Manager Mack also announced the recent hire of a new city inspector, Eddie Menner, noting the new position resulted from the budget process and thanking council for approving the staffing change.
Votes at the meeting were recorded by voice for each resolution; where individual recorded votes were audible the meeting transcript lists councilmembers responding “yes” during roll call for those items. The council moved, seconded and carried each resolution during the March 17 session.
